Introduction
This Code outlines the standards of behavior expected from all members and guests of the Cromwell Golf Club. These standards apply at all times—both on Club grounds and when representing the Club elsewhere.
It also explains the disciplinary process, including how to make a complaint and how such matters will be handled. This policy does not prevent anyone from making a complaint directly to local authorities, including the New Zealand Police.

Standards of Behavior
Membership at Cromwell Golf Club is a privilege, not a right. All members are expected to uphold high standards of conduct both on and off the course, especially when representing the Club or dealing with Club matters.
Expected behavior includes, but is not limited to:
- Maintaining high standards of sportsmanship and following the rules and etiquette of golf
- Conducting yourself respectfully off the course and avoiding actions that could damage the Club’s reputation
- Adhering to the Club’s dress code and maintaining a tidy appearance
- Treating others with respect—no foul language, equipment abuse, displays of poor temper or unsportsmanlike behavior
- Cooperating with the Board and Committees, and following their decisions

Code of Conduct
Members are expected to embody sportsmanship, integrity, courtesy, and respect towards fellow members, competitors, officials, and the public.
Behavior likely to reflect poorly on the Club and the game includes:
- Bad temper, club throwing, or using offensive or threatening language
- Ignoring golf rules or etiquette
- Engaging in gamesmanship or unsportsmanlike behavior
- Physical violence or threatening conduct

Breaches of the Code
Any behavior considered detrimental to the Club or the game of golf may be reported. Breaches must be reported within 3 days to the relevant Club Captain or the Club Manager. All members, players, and the public are encouraged to report such behavior in the interest of the sport.

Disciplinary Committee
The Club’s Board will appoint a Disciplinary Committee responsible for:
- Managing complaints as outlined in this policy
- Investigating reported issues
- Holding hearings
- Imposing penalties if necessary
The Committee will act fairly and impartially and will include:
- The Club President (Convenor)
- The Men’s and Women’s Club Captains
- One member of the Board

Complaints Procedure
Complaints can be made by anyone—members, guests, competitors, the public, or affiliated Club members.
Process:

Initial Complaint:
Must be made within 3 working days to the relevant Club Captain or Manager (who will forward it to the Captain).

Written Complaint:
Must follow within a reasonable timeframe.

Assessment:
The Club Captain will assess and grade the offence (see Appendix 1) and take action accordingly:
- Grade 1 (minor):
- If it’s a first offence, the Club Captain may dismiss it or issue a verbal warning.
- If the person has already received a warning, the Captain may proceed to the next step outlined in Appendix 1.
- Grade 2 or 3 (more serious), or repeat Grade 1 with suspension:
- A preliminary investigation will be carried out within 7 days, including statements from the person(s) involved.
- he matter will then be referred to the Disciplinary Committee.
Note: If the Club Captain is involved in the complaint (as the complainant, accused, or a witness), a Deputy Club Captain will take over the investigation.

Complaint Grading
Complaints are graded from 1 (least serious) to 3 (most serious) based on:
- Nature and severity of the behaviour
- Prior offences or warnings
- Potential impact on the Club or the sport
The Club Captain is responsible for grading, supported by written records for consistency. In some cases, complaints may be referred directly to the Disciplinary Committee without grading due to seriousness.

Role of the Disciplinary Committee
The Disciplinary Committee will:
- Review Grade 1 decisions to ensure consistency
- Investigate and handle all Grade 2 and 3 complaints, as well as any appeals
- Refer matters to local authorities if the incident may involve a criminal offence
- Conduct formal hearings where required

Hearing Procedure
Notice of any hearing will be sent to all parties involved, including:
- Date, time, and location
- Relevant documents
- Whether written submissions or in-person attendance (with representation) is required
All hearings will be held privately, with only the accused, their representative, and the Disciplinary Committee present.

Legal Representation
Formal legal counsel is not permitted to attend hearings. However, the Committee may seek legal advice if needed. All parties must disclose any potential conflicts of interest before proceedings.

- If the behavior may constitute a criminal offence, the matter may be referred to the authorities for legal advice
